Delete iPhone Photos - Only Option is Upgrade

I have an iPhoneSE 2020. iCloud storage is full. I am in Manage Account Storage and surprise, it tells me storage is full. The only options seem to be Upgrade to Cloud+ or Turn Off & Delete from iCloud. it is not clear to me if this deletes all photos on the phone at the same time. I have all the photos backed up on my PC. Can I clear the iCloud now?

You can delete them now yeah, it just deletes from iCloud. It’s worded poorly.
