iPhone 6(S)/Plus Delete Memories Permanently or Disable Altogether

I have no use for Memories.
I already went to Settings & "turned off" the Notifications & Holidays. In addition I wasted a portion of my LiFe I will never get back deleting all of my Memories, only to have them return.
What is the best way to permanently delete the Memories or permanently disable Memories itself?

OP can shut off iCloud's photo features I suppose. That should take care of it.

I have no use of memories feature either. Guess what I do? I just leave it be and don’t even tap on it, assuming it is not there. Same for the entire Apple Music experience.
