For some reasons, I suddenly couldn't empty my trash

The process Locum appear and consume cpu

My first guess is because of the "diablo" files. But before I face this problem, It's was there, in the trash

Tried to deleted a few times later

This is one of the most common Mac problems and there are many internet pages offering solutions to delete "Stubborn" files from the Trash.

That locum process is what Finder uses to empty trash, and is normal. Locum will run much higher CPU if you have secure empty trash turned on.

So you are saying it is hanging up on that Dropbox file? Try turning off Dropbox by quitting the Dropbox app then empty trash again.
