Deleted files don't end up in bin and disk permissions

Suddenly, my Imac Show Leopard has started to delete files directly without putting them in the trash first. How do I change this?

Also, I have a problem repairing disk permissions: even though I repaired the permissions, if I check again they are still listed as different than expected.
