i accidentally deleted ical but i need it back....how can i do this without having to reinstall tiger

You'll have to use Pacifist to get the installer package off the installer DVD.

well i dont even have the dvd with me since im at college....theres nothing eelse i could do?

find someone else there who has there DVD's. Or you can just copy their iCal app to your computer.

Nope. It's not downloadable from any reputable source. Borrow someone's Tiger DVD then..

im sure this is a no no on the board, and i apologize if it is...but is it possible to send me the app for tiger?

Call me paranoid (I'm sure most will), I wouldn't trust anyone to send me this app bundle from a forum. It's too easy to slip a nice little trojan in there on you.
