Pretty much as the title says. Just happened to notice it when trying to sort out and organise parents photo library.

These must be taking up space. Can I delete the iPhoto library now it's not used? The iPhoto library is quite a bit larger than the photos library so I'm guessing that after the migration photos that are deleted from photos aren't also deleted from the old iPhoto library?

Read this before you decide what to do. That old iPhoto library is not really using all the space it appears to be.
 
It's all normal that the photos you delete in Photos stay in the iPhoto Library.
And yes they take space.

If you no longer need the iPhoto Library, move it to an external hard drive, then delete it from the internal drive.
