Deleting emails permanently

I think there is a setting in my wife's 4s that is causing deleted emails to reappear. This is an irritation but it's really unnecessary if I can figure out how to stop it.

Does this sound familiar to anyone? Is there a fix or workaround?

Reappear where, right where they were or in some other folder?

Some details will help. Is it the stock Mail app? What model phone and which iOS version? Who is the email provider?

I apologize for not replying sooner. I didn't get notifications that folks were answering.

The emails reappear where they were. Some are IMAP and some are POP.
