I hope someone can help me out here, as I cant find a solution to this problem with my poor searching skills.
During upgrade to iCloud Drive, my photos seem to have got stuck inside the iCloud universe. Luckily I have a backup on my Mac, but they still take up 4 gb of space on the iCloud and I cant access/delete them anywhere. As you can see in the screenshot, my 46 photos and 15 videos are taking up 4.1 gb. This is wrong and they only take up about 300 mb (when I had 0 photos/videos they still took up 3.8 gb. When I open the Photos app I can only find those 46 photos and 15 videos.
