Deleting TM local backups from laptop

    Hi,
    I have a mbp and OS Lion 10.7.2. I notice with 'about this mac storage i have nearly 23gb of backup on my laptop. I think these are called local backups and I don't think I need them as I have TM and other external backups off site etc.
    My question is, where do i local this backup and how do i delete it and how do I set my computer to not do it again.

    i did this command in terminal, it worked perfectly. now i want to be able to get rid of 'other' searched and found nothing, any ideas?

    I want to know how to find what "other" is too. I know my "other" seems to be the same size as my backups before I disabled the local backups.
