Obviously not a critical problem, more of an annoyance than anything, but if I choose a new wallpaper and reboot, it goes back to the old wallpaper. Even more strange, if I hook my 2012 MBP up to an external monitor using the old wallpaper, when I disconnect it, it the laptop screen reverts back from the older wallpaper to the newer wallpaper!

There is a setting for that under > settings> Desktop Screensavers
Look at the bottom.....is it set to change every 30 minutes?
 
Are the pictures on another disk? It happens to me, I think it's a bug. You can log out and back in or do "killall Dock" in Terminal and it will then show your wallpaper.
 
Same thing happens to me randomly but not quite as often. Sorry I don't have a fix but it really is a pain in the ass.
 
I pretty much checked everything suggested here - no issues - and it's still doing it. LOL. Can't say it isn't fun guessing what my next background will be!
