If you have the Developer Preview of Mavericks, are you able to install the final version of Mavericks from the App Store when it's released? Or will you need to do a clean install?

If you keep up with all the DPs you'll eventually get to the Gold Master, which AFAIK has almost always if not always been the exact same version as what's released to the public. Meaning you probably won't need to download the App Store version. I did this with 10.7 and 10.8.

Yup. Have yet to see a final release that could not be installed over the Developer Previews.

"As far as I know". And yes the GM is what is released to the app store and is what comes with new macs.

Also when it does come out will I have to buy 2 copies. Or can I pay (lets estimate it costs 20 like before) and Install it on my mac mini and another machine like my dads laptop 2011 pro.

As it's your father's computer he really ought to buy a copy for himself, but there's nothing stopping you from logging into your MAS account on his machine and installing it anyway.
