Device Only purchase through In-store pickup

Does anyone know if they can reserve an ATT iphone online for instore pickup...using "New line". Then when you go to the store for pickup can you have the Rep modify the order to "Device Only"

I went to my local Apple Store today and asked about this. The sales rep told me it's not possible and the only way to purchase a full price device is to get to the store early and hope that they have your model in stock.
