Hello,
since I updated only my iPad to the 18 Public beta, on my phone and the iPad and another old iPad (both 17.5.1), the devices every 1-2 days ask for the 28-key recovery key. I have, I enter it but after some days, the request comes on one of the other devices again and again.
Before, I never had to enter it.
Anyone experience with this?

I haven't tried recovering account or password change using the recovery key, so I am just guessing here.
But could it be a case of someone trying to log onto you account and are trying to reset the password?

That should never happen, and recovery key is account feature not a device feature. It should be initiated by you when you are locked out of your account, not requested by your ipad.
I would contact Apple Support to rule out a phishing scam

I get this too on all my devices (Macs and iPhone). In my case it might be related to running macOS 15 beta in a virtual machine. I am sure it is not a scam (from Apple) or a sign of someone trying to hack my account - that would generate emails to me from Apple. Bloody annoying.

For me this issue is still popping up every week one time, approximately. I also think it is not an attack. I have an old iMac 2013 still running, maybe he interferes.
 
I'm seeing the same thing. Ever since installing iOS 18 Beta on my iPad I am getting prompted for my recovery code across 2 iPad's, my iPhone and two Macs. It comes back every few days on all devices.
