Is it possible to upgrade Big Sur to Monterey from another machine which is not a Mac?
Apple Configurator 2 is available for Windows too. Or is there something special about the Mac Hardware so it won't work from a Windows machine?
Is USB-C to USB-C strictly required or can you also use some USB-A to USB-C adapter on one side?
 
The Windows version of AC2 is nonexistent; if you're going the second machine route, it needs to be a Mac.

Sounds rather complicated. As for me, if I didn't have access to a second Mac, I would go about installing Monterey Mr. Macintosh's way.
