Did 16.4 drop early?

My iPad is offering 16.4 and yet it doesn’t seem to be enrolled in the beta program. Anyone know what’s going on? Phone is still on 16.3.1.

Ignore. Although the beta bit wasn’t showing in Software Update, I now see the new format for it and it reckons I am receiving betas.
