Not only should Apple not have put him in charge of both Departments...

Back on topic, I think this move is a clever attempt to recreate Jobs's attention to detail. By putting Ive in charge of software and hardware he could hopefully work better to build on the integrated design Apple has recently been lauded for.
Though I can't say much since none of us have seen anything since he's been put in charge of both, I think it's a good idea. In my eyes it gives him the comfort of incorporating the hardware and software he want's to make a great product that works wonderfully inside and out.
