I'm looking for the same text functionality on Windows as there is for my Mac. Specifically on the Mac, I can activate SMS text forwarding from iPhone to OS X, allowing me to send, read and reply to messages directly from the Mac.

I know about the jailbreak app Remote Messages, and the Pushbullet app, but for various reasons they don't work for me.

My question is did Apple open up the messages app SDK enough for developers to now developer the similar capability for a Windows desktop?

No, they did not. It's a competitive advantage for them to keep iMessage on their own platforms (there was a front page story about this yesterday iirc). You could always remote desktop to a Mac from your Windows PC and iMessage that way ;)
