did apple pay double-tap change?

I just got my new phone and I used to double click home button to bring up apple pay but now it does not bring up the card on the screen. How has this changed? Thanks.

yes this setting is activated but I double click and I just get the multitask

I believe it only applied/applies to when the device is locked.
