I haven't yet updated to the RC yet, but can someone confirm if this is the case?

They literally have iPadOS with the same wallpaper look with dark mode. So I'm hopeful I am wrong. Or else this seems to be an oversight?

iPadOS 16 has light and dark mode variants of the default wallpaper (see above) but no depth layering.
iOS 16 only has the light mode default wallpaper but with depth layering used to animate when waking/transitioning screens and the clock overlap.

Even with background blur switched on for the Home Screen, the light mode wallpaper’s too bright and distracting for me.
 
Unfortunately it seems dark mode took a back seat for this release, only the dynamic wallpapers feature dark mode.
