Did I buy a used pencil?

I just got from Target with a 2nd gen pencil. The pull tab was on the packaging tray but it wasn‘t wrapped. Inside the box the plastic around the pencil was loose and the pencil just slid out of it. Was this a used item? I’m guessing the plastic would have been stick to the pencil and there should have been film around the unit.

Other than general irritation of being sold a returned item as new if so, anything I should look for or reason to consider exchanging it?

Sure sounds like it was a returned item to me. Yeah, I'd return it myself on a matter of principal.
