I have 2017 27 inch iMac that I bought in November 2018. Should I have waited for 2019 version?

No one can answer that except you. Does the machine still work for your needs? Having the right tool for the job is much more beneficial than having the latest and greatest tool.

...is this sarcasm? OP, you're the only one who knows if you need more machine or not! If the 2017 you have works, keep it until it doesn't work for you anymore! If it's not fast enough, just sell it and get a new one.
 
Don't do this to yourself. There's always a better system around the corner, and at the end of the day you need to buy a computer some time. Your 2017 was likely a nice boost over what ever you had before; if you're outgrowing it then look to upgrade, and if it's working just fine, then don't mind the systems that may be a bit better.

I went from no laptop to an MBA in spring 2019.
Months later, they updated the screen.
Did I buy too early? Maybe.
But I also wouldn’t have been able to use a laptop on two business trips I took during those months, so did I buy right on time? You bet.
Worrying about maximizing every purchase will drive you nuts, not everyone is lucky enough to be ready to upgrade right after a new model is released.
