It actually doesn't turn on until you flick your wrist to look at it. Had that on my Moto 360 and simply raising your arm doesn't turn it on. 🙂

It could mean raising to watch. You can't see the Watch face at that angle.

It would be stupid for Apple not to implement what the Moto 360 has had since day one. 'Raising your wrist to look at the time' would be the appropriate description to this.
