Did the option to turn off auto brightness control come back?

Isn't auto brightness option still there and can be controlled in iOS 11?

You can control the brightness, but there's no way to turn off the auto adjust.
So no matter where you set it, it will still automatically change.

The above are incorrect. Turning off auto brightness has always been an option in iOS 11 but it was moved. You need to go to settings, general, accessibility and then display accommodations. It’s in there.

Apple buried the setting due to potential damage to the OLED screen of the iPhone X if brightness is manually turned to the max for an extended period. It hasn't disappeared and therefore will never 'come back'.
