Carrier Did you keep your AT&T Next device?

I originally was going to trade in my iPhone 7 when I upgraded to the X, but then I decided to keep the 7 and wait for AT&T to bill me for the rest of the phone. I was told the remaining balance was $270.90 but was charged $999. Now AT&T is telling me that is the penalty for keeping the iPhone 7. Anybody else have this happen to them? If so, what did you do?
