You have two options:

1. Be a creepy weirdo and scan someone's height without their knowledge.
2. You can ask the person (who I would hope is either friend or family) how tall they are.
I use it to verify a person's claimed height.

In the 80s kids were notorious in claiming their "WWF" height... in other words being 1-2 inches taller than they actually are.

Also... the measure does not compensate for the thickness of the person's footwear.
 
Have used this feature since it was made available on 12 Pro series. The measure app is good and can also be used to measure length of surfaces.

I just don't understand why people care enough about a person's height, that they feel the need to "verify" it. I don't care if Bob over there claims he is 6'3", but he is really 6'2". Life is way too short to spend time worrying about someone's height.
