I'm hesitating to upgrade so I would like to know what are the differences between the 2 versions from a user point of view.
 
Almost none. They rewrote almost every programme to make snow leopard faster. It will boot faster, and shut down faster. Over-all performance could be faster.

There are some minor visual changes (like expose), but nothing too fancy.

So actually it's more an update; which explains the price. Only 30$. A full OS would cost 150$.

you'll see that while there isn't much consumer level changes, apple made a lot of changes under the hood to better position osx for the future
