Different 3G data usage recorded?

I have Data Usage app installed on my 3G ipad which shows 6.4GB of download since 1st activated. However, In Cellular Network Data in Options, my received data is 12.5GB.

Now I know the 6.4GB is correct as I used those to download video podcasts, but I'm confused on how I could have used 12.5GB according to the ipad software.

I only have my hotmail, gmail set to push and weather and map location services set to on.

Has anybody came across this problem before?

32GB ipad 2 3G running 4.3.3 and jailbroken for a week, I had the ipad for almost a month now.

Currently in dispute with my mobile operator over last month's data usage. they are quoting twice what Data Usage recorded. This was before the ipad was jailbroken and was running stock 4.3.3.
