Yeah I think it's like the old figure-8 calibration requests Maps used to ask the user to perform (although, I haven't noticed these requests for a while, mainly because I use the superior Google Maps).The phone doesn't know which direction to place up until you begin to move. Once it sees that, it'll rotate the map to match the direction you're going.
