I work for a school district that will be handing out mid 2009 white macbooks to some staff members. Is there a way to prevent the boot to cd function on a mac so the staff cannot reload to os? We still need to target disk mode to work in the end.

Mid 2009 MacBooks don't have target disk mode as there is no FireWire port.
 
Sorry, I was thinking of the late 2009 ones. You must have the last of the Mid 2009s since the late ones where introduced on Oct 20. No way of disabling the optical drive on boot AFAIK.
