I'm setting up my kid's hand-me-down machine and I want to disable the above option for obvious reasons. I know it's doable in Firefox, but I want to leverage Safari's speed on the older machine. Is there a way to do this through editing a resource file? Thanks!

I don’t think this is possible. You can track their browsing history through parental controls.
