Disable desktop picture change

Is there a way to stop a user from being able to change a desktop picture? This is easy on OS X Server, but I can't see a way in OS X client. I've had a look in parental controls, which disables lots of the system preferences, but you can still change the desktop pic.

Try using the Simple Finder option under Parental Control -> Finder.app and System.

Simple Finder still allows you to change the desktop within system preferences.
