For various reasons, I need to disable the ability for an iPad to have mobile hotspot. (I've tried going through Verizon over and over again, but their off switch just doesn't work for the iPad, although it does for the iPhone.) I've gone through Apple to no available. In IOS 13, Screen Time settings for Don't Allow cellular data changes simply don't work -- you can still do whatever you want with cellular data, including hot spotting.

Any ideas, besides just getting rid of the data plan on the ipad?

It's an interesting idea, but I want the phone to have ready access to cellular data (with apps and websites controlled by screen time settings) but no access at all to hot spot. As far as I understand, a pin would lock all cellular data or provide access to all cellular data, including hot spot.
