Disable "reopen windows when logging back in"

This is a very annoying feature that I wish to have permanently unchecked. Is there a way?

The setting is in;

System PRef > General

But it doesnt work for me, it still defaults the checkbox and pisses me off.

I believe I read somewhere on MR that is a bug... :\ talk about convenient.

Yes, I think it's a bug. You'll notice you can't even press "tab" to shift focus to the other buttons or the checkbox.
