Disabling Local Mailboxes in Mail.app

Our company security policy requires us to prevent users from storing mail messages in local mailboxes. We have a mixture of Macs and PCs and an Exchange server. We've successfully disabled this capability in Outlook using group policies, but is there any way to disable the ability to create a new mailbox in Mail.app on the Mac?

What are some other mail options for Exchange on the Mac that might support this capability? (Outlook 2011 is not compatible with our server.)
