Discounted software when purchasing refurb

Not sure if this had been discussed before, but why doesn't Apple allow you to purchase software like iWork at the discounted price on a refurb as they would on a CTO? Would I be able to purchase it for $49 if I went into an Apple store with a copy of my receipt?

No, it is for preinstalled iWork, not the retail copy.
