For a long time all the MBP models were available at BH and Adorama with some discount, at least $200,
often more. I noticed recently all those discounts are gone. Any new restrictions from Apple?

Costco is blowing out MacBooks right now. Sale just started today. $1499 for a 2018 13" MBP. Lowest price I've ever seen. Even lower than the refurb store. So to answer your question: I think the sales just bounce around from major retailer to major retailer with no rhyme or reason. Right now it's Costco with the great deals.

Amazon and Best Buy have both had multiple models on sale for hundreds off in the last few days. You just have to look around to get a good deal.

Definitely always still lots of discounts.

If anything, the problem in the last few years has been the erosion of resale value, which used to be a hallmark feature of Macs.

The key now is to make sure you get a really good deal on the front end if possible.

I suppose it depends on your definition of erosion. I have seen local sellers getting pretty decent prices for their 2016 and 2017 machines.
