Other Discrepancy with Apple servers? (Reservation Vs. Apple Pickup)

I’ve been trying to order the new iPhone online and pick up in store for awhile now. I use the reserve website to help me see which iPhones are available. However, even when I can reserve a device online, when I try to instead order them on the apple website, it tells me it’s unavailable. Is there any reason why?

Apple allocates part of the inventory for online shopping delivery and part for in-store pickup.
