I have a 5k late 2015

The default for display seems to be running at 3840 x 2160 if the screenshot is to be believed.

Isn't Retina meant to be 5120×2880? Or is that what it looks like on default on a 27" screen?

Am I missing something?

is the distorted window expected behaviour if I am running Scaled that is not Default?

That doesn't look right at all. When I take a screenshot of my desktop, the image correctly says it's 5120x2880. And the proportions in your screenshot just look wrong. The menubar is way, way too big relative to the size of the screen. Do you have some accessibility setting that makes the menubar bigger (or fonts bigger?)

Also if I bump the scaling option one click to the right, I don't get any windows that freak out like yours (although I didn't spend much time in that mode--I just did it quickly to see if anything obviously broke). I would get your machine looked at. Something ain't right.
 
I don't remember touching Accessibility functions and I don't seem to see anything that says I have
