Distortion on audio and bad playback in videos 4k apple photos desktop

Is anyone else getting crazy distortion on videos inside of Apple photos that were recorded with iPhone 16pro? They play fine if on desktop and VLC but inside of apple photos its this:.... I'll attach a link to unlisted YT video I took of my desktop doing it...SO annoying.

I thought about it being a Frame rate thing or soemthing.. but thats weird.. any ideas?

Alrighty!!! well.. I'm a bit overwhelmed with the suggestions and help.... I'm goin to try all of these and I'll report back!
