Running 13.5.1 on my first gen 12.9 I do not see any options to markup a web page in Safari or to save it as a PDF. I am trying to save as a PDF and have been able to use Markup and save as PDF on other iOS devices. I also tried to edit the available options that display and I do not see anything. How do I choose Markup or Save as PDF?

Take a screenshot and select whole page. Click done and you should get an option to save pdf to files. I have PDF Printer installed which adds a save pdf to the share button.

While on a Safari page, tap on the Share Sheet menu and select Markup. You may need to scroll down the menu list to see Markup. Doing that automatically creates a PDF. To save it, tap Done in the upper left to select either Save File To (which will let you browse to a Save location) or Delete PDF.

If you just want to create a PDF from the page, go to the same menu and select Make PDF.

Are you saying these options don't appear for you?

I don‘t have ‘Make PDF’ as an option, either, on 13.5.1.

I use the ‘send to app’ feature and send it to Books; that saves the webpage as a PDF.
 
Oh wait, I apologize. I forgot that I updated to 13.6. Maybe that makes the difference with the available options.

“Make PDF” doers not appear, you must have an app that adds that. I have one or two of my own that add a PDF option as well. The “Markup” option is part of the OS and does appear, I’ve used that option as well as the screenshot method mentioned above. He can try both to see which is more convenient for him.

I can't imagine what app would do that because I only use the standard Apple apps and have a couple of games. I was using Pixelmator recently but it's an offloaded app since then (as is Procreate).
 
The option doesn’t appear on any of our devices, 3rd gen 12” iPad Pro, 11Pro Max or iPhone XS. Unless you deleted those apps entirely I believe they would still leave an option in that menu. We only have the “Markup” option as well as our specific PDF apps’ options.
 
I'm going to guess it might be Procreate then because I just installed Pixelmator on my iPhone (which didn't have the Make PDF option), and that option doesn't appear. It's nice to know that it's available with some apps, but I hope it will become a standard feature at some point.
 
As far as I know there are only 4 ways natively to create a PDF. Use that “send as” option, use Print and then pinch out on the resulting image which will create the PDF, use the Markup option, or the screenshot method.
 
I do not even have the markup option. So confused, maybe my iPhone has it and the iPad with the pencil doesn’t?
 
I have an iPad Pro with the pencil and Markup appears right above Print, as shown below, but you can change the order. Check Edit and see if there is a toggle for Markup. Otherwise on an ipad a very simple way is to take a screenshot, tap the thumbnail to bring it for editing and at the top of the screen will be a Screen - Full Page option. Tap the full page and you’ll get a PDF that you can then use the share icon to do whatever you wish.

If you use the share button, there is an ‘options’ link shown, just under the name of the page:

Click that, and there is an option to choose PDF as the document type:

Once you have picked PDF and gone back, ‘Save to File’ appears as an option:

That will allow you to save the site as a PDF anywhere you like.

I just figured out why I had Make PDF as an option. A while back I had downloaded a Shortcut called Make PDF (but it never worked correctly). I just deleted it now and that option in the share sheet is gone.

Another way is by choosing print, and pinch up the print preview, it will maximize to pdf doc. You can then share or save to Files as well.

Yes as mentioned in the posts above there are at least 4 or 5 ways of doing this natively. Which is why I’ve rarely used the PDF specific apps that I downloaded in the past when it wasn’t so simple. You just need to pick which is the most convenient for your needs. I use the Markup one because I can immediately make notations on the document and then save or send it right then and there without any further steps.
