Do retailers always charge more than Apple for unlocked?

Was surprised to see that on Bestbuy.com, all new iPhones are listed as $100 more than the Apple price. For example, the 64GB iPhone 8 is listed as $799, whereas Apple says it's $699. I thought this was odd
