All iPads Do UK networks lock the 4G ipads?

Can anyone confirm whether a 4G ipad air (or retina mini) is locked when sold by the UK networks (vodafone, three network)?

I understand that in the US, ipads are no longer network locked?

Networks can lock them if they choose to but only 'contract' iPads. You'd need to ask each specific network though
