Do you feel the current from touchid ring even when passcode lock and touchid are switched off? And how much is the current it uses when you are using it and does affect the battery life?
 
There is no current, any more than there is a current from the touchscreen.
 
Probably a short in the touch ID. Remember even with the settings off, the touch ID is still powered. The settings just tells the software to bypass reading touch ID inputs. You might want to take it to Apple for an inspection.

I feel it too

I have had 2 different iPhone 5s and can feel a tingling sensation in my thumb as it comes into contact with the conductive ring around the Touch ID, you're not alone! :)
 
During the night, I can hear my iPhone calling me. It's subtle, but it's here ...

I don't think it's normal to feel an electric current when using any handheld electronic device.

Well, maybe a taser. :p
