If you don't sign up for cellular can you still use the apple watch? Reason I'm asking is because I want the SS and could care less about the cellular.

I Believe you have the option of toggling LTE on or off. At least that's what I have been reading from other reports.
 
Yes it will work just like any Apple Watch. You don't have to subscribe to a cell plan for it to work.
 
When you first pair your watch to an iPhone, there is now a step to activate the LTE feature. You can skip this step and activate LTE at a later time or not at all.

Note: If you purchase on an installment plan, you are required to activate service and keep it active for the duration of the installment plan.

How does it work if I want to activate it in say 7 months or so?
