If you don't touch the screen the camera will focus on the closest object much like most Point and Shoot AF systems. You can not change the resolution before the shot. Only post processing can do that.

Touching the screen sets the focus and exposure point. Anything that alters the resolution will reduce the quality. Its always best to keep the original.
Then they are the happy ones because every picture the camera takes is a full 8 meg shot. The unhappy ones are those that just want to take some smaller screen quality photos.
Try camera+ it has a compressed mode to 1mb I think or something, dials down the resolution. Only thing it's missing is the ability to use video through it, then I would replace apples camera on my home screen.
