Do you think Apps will charge your iTunes account or At&t bill?

iPod Touch

Obviously the money would be charged to your iTunes account because what if you bought an app on the iPod Touch? You can't sign up with AT&T for an iTouch
 
Now if you could transfer them to other people, like your friends and stuff. How will they stop it?
