I have been heavily leaning towards the 13" because I do not need the graphics, but I would like a bigger screen for my programming and media consumption. But I am unsure if jumping $1000 more for the 15" would be a good idea if I do not need the graphics. Why did they stop making 15" macbooks without gpus?

Because their CPU supplier stopped offering useable iGPUs on higher-end CPU models. It would be really awkward to release a 15" MBP with a hexagon-core CPU and a graphics two time slower than what the 13" MBP has...
 
No, because no one will buy it. If one is investing in a $2300+ 15-inch laptop, it better have a dedicated GPU.
 
Apple needs to make a 15" MB Air for users like you.

But also be careful that you are comparing like systems (same memory and ssd size) when looking at 13" and 15" MBPs. You'll find the prices are much closer than you think. A 13" with the same 16GB of memory and 256 GB SSD as the entry level 15" is $1,999, and the 15 inch is $2,399

If you want to go this route, just get an iPad and use it as a second monitor. Support for this (called Sidecar) is built into Catalina.

That is a good possibility for many, and I think it is a fantastic feature for macOS, but the OP was looking for a bigger screen than 13". There is no 15" iPad. The dual screen would be a bonus of the route I suggested, not the central reason.

But obviously an iGPU only laptop would have a way cheaper price point. like $1,500-$1,700 price point... maybe cheaper applecare too

I do not want an air though because i need the cpu performance for programming. I couldnt imagine programming on a dual core in 2019.
 
There is no company in this world that can fulfill everyone's wishes.

That still doesnt invalidate my statement. I would be willing to bet there is a large audience who wants the larger screen but does not need a gpu. However as an earlier poster mentioned, the iGpu would be weaker than the 13” so I can see why they do not allow it. If intel fixed their problems and made good cpus again i can see i 15” without a gpu releasing
