Hey, does anyone know where to download these icon sets for this guys dock? and how do i setup my dock like that?

Yup.
To the OP: I believe he is using Candybar (because it is on his dock) which is a way to mod your dock and add special effects. As for the theme, you have to download it from somewhere.

On the left is an instant messenger app called Adium (free, http://www.adiumx.com/ ). Using the Adium Extra HUD (also free), you can customize your contact list to look just like the one in the picture. :)

You can use CandyBar ($29, http://www.panic.com/candybar/ ) to customize all of the system icons (as well as the dock icons) quickly and easily.

it sure did, I got adium a few minutes ago, I'm going to try it for a few days.

back on topic, does customization consume any resources? I think it doesn't since it's only a different look for folders, I just want to know for sure.
 
It also appears that Mirage was used for the dock in that shot. That is the only way I have seen for the dock to be made totally transparent (as the author notes, he changes several more dock files than standard replacement docks) and it looks like the desktop in question has done that and then slightly modified the wallpaper itself to give a hint of a dock type 'shelf'.

Mirage in conjunction with wallpaper modification are what allow for docks like the one attached.

BTW- While the the dock icons you showed are similar to the ones that pwn247 mentioned above (which have a different shape and all white headings) these are actually a different set which I am going crazy trying to find on my system to give you a link to!:(
