My Mac recently crashed because of a large PDF that I opened, and I've restarted twice but both times, the 4 fingers up/down multitouch features no longer work, F3/F4 (Expose and Dashboard) don't work, and the Dock is missing.

The Dock isn't hidden; I've looked in the preferences. I've searched and read that deleting com.apple.dock.plist in Library/Prefs might work, but I don't have that file. I do have com.apple.dockfixup.plist though. Should I delete that?

I don't have access to my OSX disc.

What happens when you hold down COMMAND(apple key), OPTION(alt), and press D?

No. You absolutely, positively DO have the first one. Impossible not to have it. You're looking in the wrong Library Folder.

HD/Users/YourUserName/Library/Preferences

I don't know your user name, but you do.

Move the file to your Desktop instead of deleting it. Then Restart the computer. It will make a new one. Keep it if it works, or put the old one back in Preferences to save your dock settings from before. (if it doesn't work)

It's definitely not the PDF; it's from my University. Don't have my OSX dsk cause it's at home and I'm at college.

Cmd Option D didn't do anything; the Dock isn't just hidden.. it's actually missing upon startup.

Btw, found more about the problem. After the computer has started up; about 30 minutes later, the dock appears, and the 4 fingers up/down multitouch features start working again.

It's NOT a recognition issue of the fingers as 3 fingers works perfectly, and as soon as the dock reappears a long time after startup, the multitouch starts working again. For some reason there's a huge lag time?

The only thing recent I've done is update my OSX to 10.6.6 from 10.6.5; but I didn't find any reported bug like this.

And putting com.apple.dock.plist on the desktop didn't work either. Really odd problem..
