Dock Preferences & Microsoft Office issue

Dock Preferences does not work anymore, as it has been taken out of System Preferences and goes nowhere when clicked upon.

I can't install Office because setup Assistant is no longer in the folder. Without that folder, I can't set up Microsoft Office, even though I should have all the other files. How would I be able to retrieve the Setup Assistant
 
Would I have to use an OS X cd installer or back up my computer and reinstall? because some appps like dock prefs don't work, but i don't doubt that other items are missing too
